With the mission to support our Member States and the Council in the improvement of Defence capabilities, EDA naturally adopts a capability-driven approach.

Everything we do is underpinned by the acid test of whether the work will lead to an improvement in European Defence capabilities. This involves a wide-ranging perspective as the capability to act in a crisis will often be reliant on factors such as the strength of our industrial base through both the provision of contractual support and ensuring security of supply, and also our ability to address key threat based technology challenges through Research and Technology.

Hence, the four directorates of EDA have been set up to act in an integrated manner to produce Defence capability. The capabilities based approach starts with an understanding of those Defence capabilities required to meet the needs of contemporary and future conflicts.

Capability planning needs to be threat-driven and incorporate an element of risk management, but importantly it needs to be undertaken from a common view or picture. This is why the delivery and endorsement of the Capability Development Plan in July 2008 was so important. It was developed collectively with the participating Member States, the Council and the EUMS and EUMC, under overall EDA lead, based on the tasking of the Ministerial Steering Boards in late 2006.
