Non Lethal Capabilities shall increase freedom of action for commanders in Common Security and Defence Policy (CSDP) operations whilst minimising the risk of fatalities and harm to the environment and critical infrastructure. Non Lethal Capabilities constitute a desirable capability in the joint operational environment especially dealing with an asymmetric threat. A range of capabilities to respond in a tailored and graduated way for breaking the cycle of violence is of high value. Non Lethal Capabilities (NLW) shall offer innovative solutions to preserve life whilst enabling the proportionate use of force in response to the threat.

More options of using NLW are being identified with the provision of a common and more comprehensive picture of possible technical solutions which are based on the evaluation with scenarios and vignettes as well as on the assessment of lessons learned from operations and the reflection on legal, medical and humanitarian constraints. Tools and toolboxes with added value for operations and for the commanders in the field – accepted from the European perspective – will be identified and promoted. Solutions are to be developed which are easily manageable for soldiers on the ground, still allowing ultimo ratio – but when appropriate expanding the current capabilities with new options that will offer an alternative to lethal force.
