Energy Supply for EU Crisis Management – Lessons Learned and Opportunities Identified

EU Crisis Management Operations (CMOs) are ever growing in complexity. They cover a wide range from supporting the delivery of humanitarian aid to crisis interventions and post-conflict stabilisation over a longer period of time. While CMOs rely almost entirely on fossil fuels to supply the necessary energy, the longer the duration and the more complex the CMO, the more dramatically the burden on the logistic supply chain increases. Due to the dependency on fossil fuel, modern civil/military CMOs are not only susceptible to fluctuations in fuel prices but also burdened by the compelling cost of fuel convoys. In operations where security has not been established convoys in turn introduce new risks to the operational effectiveness and the safety of personnel in theatre.

There are several ways of tackling the issue of sustainable energy supply. Cornerstones in the European Defence Agency’s efforts are to increase energy efficiency and reduce energy consumption with a through-life perspective. This is reflected in EDA’s current activities projected onto both technology and increase awareness amongst the different services (land, air, naval forces) in the Energy work strand. Current activities are intended to complement existing national activities and are aimed at targeting future needs through increased collaboration. Pivotal in doing so is the sharing of information between one another on experiences so far.

There is a wealth of experience in tackling the issues of Energy supply accumulated in Member States (both Governmental and non-Governmental entities) and international organisations. With the aim of learning from each other, EDA is organising a Conference titled “Energy Supply for Crisis Management – Lessons Learned and Opportunities Identified.” The Conference will produce a common understanding of what mechanisms affect energy supply projected onto logistics, novel systems (technology and behaviour), design and acquisition as well as implementation of novel policies and strategies.

Due to the nature of the Conference and the size of the venue, the number of seats are limited and attendance is therefore by invitation only. A report will be made available on the EDA website shortly after the Conference.
