The second phase (2017-2019) of the Consultation Forum for Sustainable Energy in the Defence and Security Sector (CF SEDSS II) aims at capitalising on the achievements of the first phase (2015-2017) and to examine further how energy efficiency measures, renewable energy sources (RES) and technologies, as well as protection of critical energy infrastructure (PCEI) considerations might be better implemented or applied within the European defence and security sector.
The project explores, through the engagement of experts from the defence and energy sectors, the benefits that could be enabled in support of the European Commission’s implementation of the Energy Efficiency Directive (EED), Renewable Energy Directive (RED), Energy Performance of Buildings Directive (EPBD) and the Directive on European Critical Infrastructures (ECI).
Our effort is to identify how the EU Ministries of Defence (MoDs) can be further engaged to support the EU’s level of ambition to reduce both the energy footprint and the energy bills domestically as well as transit to a cleaner, safer and more sustainable energy model. In addition, the project will contribute to the identification of the bottlenecks that are preventing the sector from fully benefiting from sustainable energy.
To this end, the CF SEDSS II aims at supporting the experts to describe and generate ideas for defence energy policies, strategies, action plans and concrete defence energy-related projects. The Forum will also present the possible source of funding by the EU’s or other related and applicable funding instruments for projects in energy efficiency, renewable energy, and energy infrastructure according to the legislative and administrative rules in force at that time.
While EDA’s remit does not include enforcing action of MoDs, it will work in a way to facilitate and enable the development or adoption of the necessary energy-related measures or plans. The Agency, with the support of the Executive Agency for SMEs (EASME) and the European Commission's Directorate-General for Energy (DG ENER), will provide technical advice and guidance to EU MoDs to reach sustainable energy objectives.
Background
The Consultation Forum for Sustainable Energy in the Defence and Security Sector (CF SEDSS) is a European Commission initiative managed by the EDA. It aims at bringing together experts from the defence and energy sectors to share information and best practices on improving energy management, energy efficiency, the use of renewable energy as well increasing the protection and resilience of defence energy-related critical infrastructures. On 20 October 2017, the second phase of the Consultation Forum (CF SEDSS II) was launched. This project has received funding from the European Union’s Horizon 2020 research and innovation programme and the agreement is between EASME and EDA. The contract was signed on 16 October 2017 for a duration of 22 months, expiring on August 2019.
