Summary

EUCLID aims to simplify and encourage the exchange of information between EDA, Member States and Third Parties. With its unified interface, focusing on accessibility EUCLID provides access to documents and data shared in the context of the Capability Development Plan (CDP), Coordinated Annual Review on Defence (CARD), PESCO and German-led Framework Nation Concept (FNC).

Creating EUCLID

In the Council Conclusions on the PESCO Strategic Review 2020, pMS request a unified interface that would bring together all EDA defence applications, in order to increase efficiency, streamline processes of data collection and management, thus contributing to support pMS in their implementation, improving the link and coherence between EU defence initiatives. In 2021, following the pMS’ request, the EDA established the EUCLID platform by centralising the functionalities and purposes of all Collaborative Database (CODABA) based workspaces.

Objectives

  • Contributing to the European defence landscape: compile plans, projects/programmes, and in-service capabilities of pMS to support the CDP and CARD.
  • Foster European defence cooperation: identify and promote collaborative opportunities based on iterative analysis of the database content.
  • Reduce the administrative burden on Member States: by providing a common user interface to all EDA defence platforms, simplifying and facilitate their use while reducing complexity. By improving the accessibility to documents and data it encourages the exchange of information between pMS, allowing them to effortlessly change and update their data at any point in time.

Accessing EUCLID

The current version of the EUCLID is available online at https://euclid.eda.europa.eu. A dedicated workspace accessible to all EUCLID (ECP Codaba) users has been made available on the EDA Collaboration Platform (ECP), which you can access directly from the website, alongside the ECP Pesco, ECP FNC, the CDP Tool and the DPOL (Defence Policy Database)

Access to the EUCLID is restricted to governmental authorities representing EDA pMS, EU Institutions such as the European Commission, the Council of the European Union or the European External Action Service and, upon formal decision, Third States or organisations with which the Agency has concluded an Administrative Arrangement. All interested governmental users are invited to request access through EDA Registration System.

WHAT’s IN EUCLID

Landscape

Multination and national records: EUCLID contains national plans, programmes, and in-service capabilities and multinational activities. EDA is responsible for the content of the multinational records and of the open-source information included in the national records. pMS confirm the information that will be taken into consideration for CDP and CARD related activities.

CARD

Capability Development Landscape: overview on clusters of similar capabilities in-service and to be developed at compatible timelines based on the database records. It includes expressed interest from pMS on identified collaborative opportunities and from the CARD framework. Collaborative Opportunity Reports: These are EDA documents elaborated upon identification of matches of the database records. These reports present potential collaborative opportunities and the Landscaping of European capability development. Matching database records on defence plans, programmes and in-service capabilities are emphasised. Reports include analysis, proposals and suggest follow-on steps.

Capability Development Plan

Capability Development Plan (CDP) Strand C Reports: These are EDA documents elaborated upon analysis of the defence plans and programmes of the records validated by pMS. These reports assess the potential for cooperation of each Generic Military Task (GMT) which constitutes the Strand C input to the CDP.

Defence Expenditure

Defence expenditure of the 26 EDA Member States since 2005: contained within the defence data module on EUCLID. The indicators collected include total defence expenditure, defence investment, defence equipment procurement, defence research and development (R&D), defence research and technology (R&T), collaborative and European collaborative defence equipment procurement, and collaborative and European collaborative R&T. The data is used for CARD and PESCO purposes and regularly updated by EDA based on the respective processes in order to decrease the burden placed on Member States.

PESCO

Information-sharing tool for both projects and for National Implementation Plans (NIPs). Users can submit new project proposals and register the interest of other pMS in joining, as well as sharing updates on on-going projects; pMS are able to fill in and submit their NIP, making use of data previously collected by EDA and stored on the platform.

DEU – Framework Nation Concept

Supports the German-led initiative: the module has been established to by allowing users to exchange information on Clusters and Larger Formations and express their interest in joining new activities.

Historical: From CODABA TO EUCLID

In 2007, the Collaborative Database (CODABA) was launched as a platform for sharing the participating Member States (pMS) defence capability plans in order to assess the potential of cooperation for the Strand C input to the Capability Development Plan (CDP). In 2014, CODABA was completely refurbished and a Mechanism to identify and promote Collaborative Opportunities was added.

In response to the 2016 EU Global Strategy, EDA has responded to pMS urgent requirement for ad-hoc platforms to support the implementation of EU Defence Initiatives. Derived from CODABA, new web-based tools were created to support these initiatives, such as the PESCO Common Workspace (CWS), the EDIDP CWS and the German-led Framework Nation Concept (FNC) Digital Workspace (DW), replicating the same design and interface, though tailored to each of the different frameworks.
