ENTER is an information-sharing forum allowing to discuss issues, make propositions and support the creation of Ad Hoc groupings in the field of defence Electro-Magnetic Effects Test & Evaluation (T&E) capabilities in a spirit of transparency.


  • foster the European network of T&E capabilities in the area of EME;
  • support the mutual understanding of the various national T&E standards and procedures on EME within pMS and Europe by inter-laboratory T&E Activities and exchange of information;
  • increase the competitiveness of European T&E capabilities;
  • provide common training of experts, engineers and technicians;
  • support the consolidation of Member States’ capabilities.


Under the umbrella of the Defence Test and Evaluation Base (DTEB) and initiated by the European Defence Agency, the ENTER group aims to identify budget-saving options in order to maintain shared test & evaluation capabilities in the field of electromagnetic effects (EME). It also seeks to optimise the use of EME test & evaluation capabilities based on the demand from European customers and on national requirements while identifying potential areas of savings and smart investments that could be yielded through cooperation.

Within the ENTER Working Group activities, a specific ad-hoc Cat. B project has been launched in 2014, with in-kind contribution from of BE, CZ, DE, IT, ES, SE, NL.

The main achievements of the project are the following:

  • Promoting the use of harmonised test procedures;
  • Maintaining and developing T&E capabilities and expertise around Europe;
  • Sharing competences and equipment.

The follow-up of the project will be the creation of a fully coordinated network of EME T&E centres, which will facilitate cooperation by forming a shared technical understanding and background, as well as professional relations and mutual acceptance of test procedures and test results.

The DTEB database will be key tool to provide general and technical details for selection of T&E capabilities for specific tests in the EME domain.
