With the aim to convey the inputs of the military community on elements of relevance, EDA has facilitated the work that led to a series of Common Military Views (CMV) that address several topics. In 2020 a CMV has been agreed upon with regards to the recast of the Single European Sky regulation recast proposal, which the European Commission presented in September 2020. The main elements of this position address the impact of the regulation on military activities, with the need to enhance the role of Member States when it comes the decision-making process that cover elements related to the Air Traffic Management (so-called Cooperative Decision Making). The position also reinstated the importance of continuing to manage the airspace according to a sovereign perspective pertaining to Member State and to ensure the regulatory framework of the Flexible Use of Airspace, a key element that drives and strongly facilitates the military operations.
The final text of the European Commission, which entered into force on December 1, 2024, broadly acknowledges these elements and stresses the importance of the European Defence Agency as a key stakeholder.
