Deliverables
During Phase III, the Forum will support the Ministries of Defence (MoDs) decision-making to develop or implement national defence energy strategies and undertake the required measures to reduce energy footprint, save costs and increase energy resilience. To do so, the defence-energy community will develop reports, defence energy-related project ideas and research studies and a guidance on advancing sustainable energy in defence.
EDA (CF SEDSS) Publication
This publication was developed within the framework of the Phase III (2019-2024) of the CF SEDSS and is based on extensive research conducted by external experts under the supervision of the CF SEDSS management team and CF SEDSS working groups. It offers practical tools, strategic insights, and policy recommendations on energy transition for defence ministries across the EU to reduce their energy-related costs, enhance energy security, and contribute to broader climate goals.
EDA (CF SEDSS)-JRC Publications
These studies were conducted in collaboration with the European Commission Joint Research Centre (JRC) as part of phase III of the Consultation Forum for Sustainable Energy in the Defence and Security Sector (CF SEDSS). They aim to support Ministries of Defence and relevant stakeholders in advancing sustainable energy and climate resilience, contributing to the EU's goals for climate neutrality and energy security.
Research Studies
For the first time in the context of CF SEDSS Phase III, EDA has contracted external experts to conduct research studies. External expertise is essential for producing detailed studies that support the Ministries of Defence (MoDs) in achieving sustainable energy models and climate change adaptation objectives. These studies advance the forum's understanding and implementation of sustainable energy and climate resilience within the defence sector, providing a foundation for future foresight, analysis, research, and multinational project development.
Project Ideas
During phase III, the Forum developed 30 defence energy-related project ideas, presented as information sheets. These sheets represent innovative perspectives and best practices, highlighting dual-use synergies between the defence and civilian markets. The project ideas aim to promote a seamless defence energy transition by identifying shared gaps and fostering collaborative solutions. This approach enhances energy efficiency within the armed forces and leverages advancements in the civilian sector, ensuring a comprehensive and integrated energy strategy.
Guidance Document
Guidance on Advancing Sustainable Energy in Defence, developed in Phase III, identifies the implications and benefits of applying the energy-related legislation in the defence and security sectors and develops comprehensive roadmaps and guidance to assist ministries of defence across Europe in integrating sustainable energy practices into their operations, thereby enhancing energy efficiency, resilience, and security. The document highlights the efforts of the three core working groups on energy efficiency and buildings performance, renewable energy sources and protection of critical energy infrastructure, while emphasising cross-cutting themes such as financing opportunities, innovation, and policy alignment with broader EU energy goals.
